What are the 5 core principles of the 'housing first' program?

  1. Access to permanent housing does not require individuals to show that they are ‘ready’ for housing, it is not conditional on sobriety or abstinence

  2. Individuals are able to exercise choice and self determination (where their home is located, what type of housing, and what supports they would like to receive)

  3. In addition to helping individuals meet basic needs, Housing First also focuses on recovery orientation (range of supports to help nurture and maintain social, educational, occupational amongst other activities)

  4. Individual and client driven supports - supports accessed based on the clients needs

  5. Helping individuals to become integrated into their communities through social engagement
