What was the NorthWest Ordinance of 1787 and what did it do?
It established a system for setting up governments in the western territories so they could eventually join the Union on an equal footing with the original 13 states chartered a government for the Northwest Territory, provided a method for admitting new states to the Union from the territory, and listed a bill of rights guaranteed in the territory.
