What is? Before you Schedule Assessment/Home Visit/Inventory
It occurs when a resident must move from his/her dwelling unit for one year or longer due to demolition, acquisition, redevelopment or rehabilitation of the property where he/she resides.
What is Permanent Relocation?
Program used by PHA's to preserve affordable housing and improve properties by “converting” their form of federal assistance to the Section 8 program.

✔must be issued at least 90 (or 120) days before the person is to be permanently relocated
✔can be part of a Notice of Eligibility or a separate notice--timing issue
✔identifies a comparable replacement unit (that is Decent, Safe, and Sanitary) and the date by which the resident may be required to move

Often the residents who refuse the home visit are the ones whose apartments you most need to see.
The importance of meeting with the resident is to build rapport and make them feel comfortable to invite you into their home. Just may take more time for them to be comfortable having you in their home.

What is a DISPLACED resident?
Notice provided to residents whose temporary relocation exceeds one year.
Provides information on anticipated date of return.
Gives choices on whether to remain temporary relocated or accept permanent URA assistance and give up right to return.
What is Notice of Eligibility?
•Provided to new move-in resident at lease signing after the GIN has been issued
•Informs resident:
- They may be displaced by the project
- You may be required to relocate temporarily
- They will not be entitled to any relocation payments or assistance provided under the URA
- If they have to move or rent is increased as a result of the project, they will not be reimbursed for any costs or expenses associated with that move as a result of the project
What is a Move-In Notice?
1. If you are in danger, call 911 immediately
2. If there is any concern with safety, please remove yourself from the situation and call your supervisor.
3. Keep the safety bag with you at all times
4. Always ask Pest Control questions before entering a residents home. I.E. Have you had any issues with bed bugs in the last 6 months? Are you currently dealing with an infestation in your home?
5. Use Walkie Talkie Code when support is needed
6. If there is a shooting/crisis situation on site, please make sure you are safe and then call your supervisor for immediate assistance on next steps

Issued to all occupants with proposal of HUD assisted project. Informing affected persons of the project and that they may be displaced by the project.

- Must be translated into the predominant languages of your site
- Cover letter for the GIN and Notice of Eligibility
- Must obtain proof resident received notices (personally signed for; certified mail, return receipt)

Any person who moves from the property or moves his/her personal belongings from the property as a direct result of the acquisition, demolition or rehabilitation of a Federally funded project.
What is: Who is a DISPLACED PERSON?
Issued to whom qualify for or expected to remain in a completed project. If a person provided with move in notice before leasing and occupying the property agrees to occupy the property under the term of the notice this person is not eligible for relocation assistance.
What is Notice of Non displacement (NOND)?
✔contains the resident’s move date to the DSS unit
✔issued 30 days before move
What is a 30-Day Notice?
1. Secure office doors and look through the peep hole before opening

what is? What to bring to Assessment/Home Visit
- Any person who must move temporarily from their dwelling for less than one year while it is being rehabilitated and meets federal eligibility to return to the rehabbed unit
- Any person who voluntarily moves from the property or transfers to another unit (in another phase) of the property
- Any person who is evicted (so long as there is documentation that the resident was not evicted due to avoid paying relocation costs)

Displacing Agency's written communication to residents who will be displaced establishes early eligibility for relocation assistance prior to initiation of negotiation or commitment of federal assistance.
Ex: displacement by relo/demo before commitment of federal money.
What is a notice of Intent to acquire (NOIA)?
•Signed by the household who is moving out prior to receiving the Notice of Eligibility
• Household acknowledging move out is completely voluntary and the owner has not required them to vacate unit
• Their move is not covered by the project as they have not received a NOE
