This directive contains existing policy on the establishment of duty schedules and on leave administration for Department of Veterans Affairs (VA) personnel
What is VA Handbook 5011
The leave earned by an employee during the current leave year that is unused at any given time in that leave year.
Accrued Leave
Short periods of annual leave (3 days or less) may be approved verbally.
Annual Leave Requests
An employee who is incapacitated for work and who has an application pending for _________ _______may be granted all available sick leave requested

Employees will have their assignments scheduled in advance over periods of not less than one administrative workweek and such schedules will be established in a manner that realistically reflects the actual work requirement.
What is establishment of work schedules
A work schedule that is other than the traditional work schedule (8 hours per day/40 hours per week with fixed starting and quitting times), which consists of either a flexible work schedule or compressed work schedule.

72/80 Work Schedule.
more than 3 workdays must enter a leave request into the ETA or other electronic system upon return to duty, and furnish satisfactory evidence of the need for sick leave during the period of absence.

GS employees are entitled to night differential for regularly scheduled night work between the hours of 6 p.m. and 6 a.m.
FWS employees are entitled to the applicable night differential if a majority of the non-overtime hours of the tour of duty falls between 3 p.m. and midnight or 11 p.m. and 8 a.m.
