THE FIVE STEPS OF THE GRIEVANCE PROCEDURE
Step 1: FILE the grievance
Write down which rule the LHA is breaking, and what action you want to be taken, and request a grievance hearing. Give this paper to the LHA office, and get a dated receipt.
Step 2: Attend a FORMAL MEETING with LHA management
The housing authority must give you an answer in writing within 10 working days. At this time, the LHA may also request you meet formally with management to discuss the issue. You may say yes or no. This is not the grievance panel. If you are not satisfied with the LHA’s response, ask for a hearing.
Step 3: Bring your complaint to the GRIEVANCE HEARING PANEL
Your problem gets heard by a ‘grievance panel’ made up of 1 (or 2) people selected by the tenant organization, 1(or 2) selected by the LHA, and 1 outside person (i. e. priest, teacher...) selected jointly.
Step 4: The panel orders ACTION on the complaint.
The panel must send you its decision in writing. If the grievance panel rules in your favor, the LHA must comply with their orders. If it rules in the LHA’s favor, then you must comply.
Step 5: You can APPEAL the decision.
If the hearing panel rules against you, an appeal to the full LHA board can be made within 10 working days. A further appeal to DHCD can be made if the LHA Board rules against you. You can always go to court, where the case will be heard fresh from the start.
Born from a sense of frustration, and hopelessness, fed by a need for justice, basic human rights, and decent living conditions, the Union now grows in the knowledge that information perseverance and community strength can create a decent future, pride in one’s community and the understanding that individuals united together for a just cause can affect and change any situation.

The Mel King Institute mourns the passing of Thomas Ruffen, who worked as a trainer at our Resident Leadership Academy. Thomas was an incredibly gifted organizer and community leader. His death is a senseless tragedy for the Mildred C. Hailey community and beyond. He will be missed by our staff, trainers, and the public housing residents he trained throughout Massachusetts.
In March the Mel King Institute recorded Thomas telling the story of how he, other residents, and GBIO secured $50 million in badly needed funding for Mildred C. Hailey.

Secondly, it states clearly the responsibilities of both tenants and management.
