You have 24v going to the contactor on one side, but it is not pulling in. High voltage is in good shape, low voltage is in good shape with no shorts. What could be causing the contactor not to engage.

A high or low pressure switch wired in series and engaged will cause a break in the 24v wiring similar to a drain safety. It often breaks the common side and disallows a complete connection, therefore the contactor never has a full loop of power to be pulled in.
