How did cotton textile production in India keep India from Industrializing, while simultaneously helping England further industrialize?

Indian production of textiles was very efficient, thus it could be produced in abundance. This makes the price of cotton very cheap. If prices are low, then workers don't need a lot of money to live. Thus paying for workers is relatively cheap, and there is no incentive to build machines. On the contrary, cheap Indian cotton was brought to England creating demand for more cotton clothing. The English used machines to industrialize the textile industry to domestically produce cotton clothing to compete in price with the imported Indian cloth.
