No - we can only apply the tolerance to concurrent claims. An SSI only claim is a tolerance exclusion.
Jessie lives in an apartment with a friend. Their rent is $1000 and they each pay $500. Jessie doesn't have income right now, so his mom deposits the money in Jessie's bank account for him each month. Is ISM involved in this case?
No. The assistance from the mother would be ISM if she was paying the landlord directly. He's paying his pro rata, and the assistance from mom would be considered cash or unearned income.
