When Senator Coons first ran for his current seat in 2010, it was considered a special election. This is the reason why it was considered as such, and this is who was currently occupying the office during this time.
Biden was newly elected as Vice President and had to vacate his seat in the Senate. Therefore, Gov. Ruthann Minor appointed Ted Kauffman as Senator, and a 'special election' was held so that Delawareans could formally elect a new Senator, even though it was outside of a normal election cycle.
