Yes. A juvenile will not feel free to leave an interrogative environment like an adult would. They feel more bond to submit to police questioning.

When juveniles go to adult prison, they are not afforded the resources of a juvenile rehabilitation center. There's no education, skill building, counseling, etc. Once they are released, they slip right back into their old habits.

Providing a Humane environment with a therapeutic and developmental atmosphere helps the child become more comfortable. It won't seem like they're in a regular cinderblock prison cell. The more human environment is more stimulating for children and helps with the rehabilitation process.

What is: schools are underfunded and suspensions are easier to administer/monitor/and track due to their specific time frame

Some juvenile rehabilitation centers have the resources that allow each child to have their own room. In that case, if a child is serving solitary confinement punishment, they are are still mentally stimulated and aren't in a small cell.

What is: The Prison like environment makes the students feel like they are being treated like prisoners already. Due to the presence of real police officers, minor incidents lead to arrests, juvenile detention referrals, criminal charges, and incarceration as opposed to going to the school administration.

Because each child comes from a different background and has different needs. There are varying levels of counseling, family involvement, education, etc. needed among the different juveniles.
