It is where the city is still expanding. There are residential areas that provide housing for people who work in the city or use its services. These areas can be suburbs with schools and good transport or sometimes shanty towns (poor residential areas). 

Also there are industrial parks which are located on the main roads on the outskirts of cities where land is cheaper and there is easy access.
