No. All students who are enrolled in classes ON-CAMPUS and have paid the rec fee (in their tuition) have access.

Check if they are on the special memberships list. If they are, sell them a Non-UK Affiliate Membership. If they are not, then they will need to have their supervisor email or write a letter to Lindsey or Lilly confirming they are affiliated with the university.
A member calls to pay over the phone, but the credit card machine isn’t working. What do you do?
Explain the situation and ask if they can come into the office to pay later. Cardholder data should NEVER be written down. In the unlikely event it is, the transaction should be processed ASAP and the credit card information should be shredded immediately.
