No. As a result of this transition, you may be changing FIs, but your services under the program continue as is.
When will PPL start paying me?
Payments from PPL will depend on when a consumer and personal assistant complete their registrations with PPL. All registrations must be completed by March 30, 2025. Once complete, PPL will inform you of your first service authorization and payroll dates with PPL.

What is CDPAP?
CDPAP stands for the Consumer Directed Personal Assistance Program. This is a Medicaid program in New York State that lets people who need home care choose, hire, and manage their own caregivers. Yes, we can help! PPL team members and our facilitator partners speak 40 different languages! Plus, our website can translate information into over 130 languages and dialects, and our customer service agents have access to translation services covering more than 300 languages.
Do I have to learn a new system to submit my hours?
PPL’s systems have been designed with CDPAP consumers and personal assistants in mind. Our technology is very user friendly, and we’ll be providing training to help you use our systems and tools.

What are the benefits of CDPAP?
CDPAP gives you control over your home care. You can pick someone you trust to be your caregiver, such as a friend or family member, and pay them for their time.
How will I know if my fiscal intermediary is one of PPL’s CDPAP facilitators?
Before the end of the year, we will publish a list of our facilitator partners on our website, pplfirst.com/cdpap.
Will your system be the same as what I'm using now?
Our system, PPL@Home, makes it easy to manage your information and time worked, whether online or on our EVV app, which is called Time4Care. The system automatically checks that hours worked match up with your authorization so that your personal assistants get paid correctly. Our tools are built to meet all program requirements and give real-time updates on work shifts.
Who pays for CDPAP? What are the costs?
Medicaid covers the costs of CDPAP, so there’s no fee to participate.
What is CHA?
The New York Independent Assessor program conducts assessments of New York Medicaid members who want to receive community based long term services and supports.

Will personal assistants get holiday pay?
Yes, details on holiday pay will be shared during your registration. We will outline any eligible holidays and pay policies to make sure personal assistants are aware of their compensation for those days.

When can I start working with PPL?
We’re excited to start working with you! Our customer support center will officially be open on January 6th to start registering consumers and personal assistants who are already in the program. On February 3rd, we will start taking new referrals on consumers who are new to CDPAP.
