Most E-Bikes have serial numbers, you will need to input the serial number and override the vin. If it does not have a serial number, select "NO" for " The vehicle’s VIN is known "

The SPHF would have needed to be set before you post the payment, but I'm happy to submit a billing webform to instruct them to apply the money that way.

I think I see what the problem might be. There are certain characters that are inappropriate for vin numbers (the letters I and O are invalid) Try replacing with 1 and 0.
Is storage coverage available in every state (comp only)?
Best to check state specific. We do not offer it on all policies. Some states it cannot be added if it is the only vehicle on the policy.
