These people shine because they have a greater presence in the Unseen World. For those who are good, they are shining with the light of Valinor, the grace given to them from the Valar, which fades as evil corrupts and takes over the world. For those who are evil, you see them because they completely dwell in the Unseen world, having no bodies.
