"Sin conscious" preaching is preaching that forces you to focus on your flaws rather than focus on Jesus Christ, the one who has made us perfect in God's eyes.
It is ineffective because whenever we hear "don't do this"... we actually get the desire to do that very same thing, because that "thing" is all that our minds are focused on.
