By law, the seretary of State is required to adapt rules establishing a uniform system of assigning demert points for a pesons convicted of a certain motor vehicle traffic offences. Once reach 6 a warning is issued by the Secretary of State, and if the point total reaches 12 points or more the driver's licence will be suspened. Points will be erased from driver's record when they become one year old. When a suspension occurs, a driver is entitled to a hearing by the Secretary of State's office. The hearing examiner may continue, modify, or rescind the earlier action taken. The person under suspension my be repesenteed by an attorney at any hearing and the hearing decision may be appeled to Superior Court.

At low speeds, most tires will wipe water from the road surface. It is like nthe way a windshield wiper cleans water of your window. As you go faster,your tires cannot wipe the road well. They start to ride up on a film of water,like water skis. In heavy rain,the tires can lose all contact with the road at high speeds. Bald tires or almost bald tires lose contact at much lower speeds. In that case, a slight change of direction or a gust of wind could throw your car into a skid. The best way to keep you from hydroplaning is to be sure that your tires are in good condition and that you keep your speed down.
