Since 3 is a factor of 9 all of the multiples of 9 are also multiples of 3, but it doesn’t work the other way around because 9 isn’t a factor of 3 so all of it’s multiples aren’t multiples of 3 (for instance 6,15,21,24,30,33,39 are multiples of 3 but not 9)
