DSHS CSD - MID CERTIFICATION REVIEWS 140164
When would you require verification of income for a cash AU?
Always. Adult recipients of TANF must give us proof of their income (if they have income) even if their income hasn't changed.
(Excluding Child Only TANF.)
True or False: You never check for LAM during MCR.
True!
What letter do you send after completing an MCR with no income changes?
010-01 General - No Change in Benefits
What does M.C.R stand for?
Mid-Certification Review
What elements must be reviewed and updated at MCR for cash?
Address, Deductions (legally obligated child support), disability, household composition, income, pregnancy and resources.
What do you do when there are blank sections on an MCR form?
Consider the MCR complete even with blank section if there is no conflicting information on cross matches
You receive a paper MCR, everything is filled out, no changes (cross match systems agree with client). Client did not sign the form. What actions do you take?
A signature is not required, however you do have review the “signature and date” block disclosures with the client. Attempt to call the client, review with the client over the phone and then make a case note to document that the person acknowledged their understanding. If you cannot get a hold of the client, code the MCR as ‘I’ for incomplete and send it to the client for a signature or ask them to call to complete the MCR process. Document the case action.
What elements must be reviewed and updated at MCR for food?
Address, deductions (child support and shelter expenses), medical expenses and child care expenses (if applicable), household composition, Income (new source, start, stop, and change in rate or hours), shelter expenses (if questionable).
If the required information for the TANF MCR was not provided, do you need to take any further action? If so what? If not why not?
Yes, create a termination notice (0033-03) with the following text added, MCR 09 Incomplete follow up term after deadline.
Someone reports a change in their income that would decrease their food benefits on their MCR but did not provide the verification. What will you do?
Update the income without the verification and send the client a change letter.
When do you pend an MCR?
Never! The MCR is either complete or incomplete.
What is the latest date that the client can complete the MCR?
The last day of the seventh month of the certification.
A client wishes to add their newborn to their TANF AU, is an application required? Oh wait, the client just remembered they are married and want to add their spouse, is an application required?
If a client reports on a food MCR that their income has been reduced, the employer is not found in TALX, but Spider shows that the last two quarters agree with what the client says, can you use the client statement to reduce the income?
No, when a client declares a decrease in their monthly income they must provide verification, the Spider cross match is not verification.
Scenario: During a MCR review, the client reports that they are a current student. What is your action after the disclosure?
When we receive information about someone's circumstances, we must determine the impact on the person's benefits. This includes determining how the source of information impacts the actions we take on the household's benefits and whether we are required to act on it. Depending on the reporting circumstances, we may have to contact the household, contact other parties, or ask for proof of the household's circumstances under WAC 388-490-0005.
(Ask about student aid/income.)
If the client does not complete the MCR, when will the benefits end?
At the end of the sixth month.
Per the June ME, what is the root cause of most benefit errors at MCR?
Of the earned income errors found, 53% were the result of income that was reported by the client or discovered during the MCR process and either not addressed, or ended up being budgeted incorrectly. While the other 47% of the errors were identified when Cross-matches were not addressed or checked during the MCR.
This may require us to review past eligibility if the start date required earlier reporting than at the MCR (If the income went over 130% of the FPL between the application month and MCR month). If the customer was required to report this new income earlier we would have to review the case for potential benefit errors.
If you have a TANF/Food MCR, the client has a tiny part time job that we already have coded. On the MCR they report no changes but did not provide verification of the income, what actions to you take?
Complete the food MCR only and code the TANF as incomplete. Send a term letter using canned text MCR 04 or 09 depending on before or after deadline.
What are the workers responsibilities listed under the MCR chapter of the EAZ manual?
alerts, Barcode tickles, and checking other systems as part of processing the MCR: To reduce the risk of payment errors, work related Alerts in ACES, Barcode tickles, and review systems such as SEMS as appropriate to ensure that the income you budget is based on the best available information.
A client wishes to add their newborn to their Basic Food, do you need an application? Oh wait, the client just remembered they were married and want to add their spouse, do you need an application?
We don't need a new application or ER form to add someone to the AU unless it's required for another reason (such as a disqualified ABAWD participant attempting to requalify).
