He should still join the salah because he will be rewarded, but will need to get up and make up the entire salah since it was the last rakat and the imam already got up from the rukooh.

Make Intention for tayammum, Strike your palms on clean earth/dust and shake off the excess wiping between the fingers your hand, Then wipe your face.Again strike your palms on the clean earth and wipe your right arm with your left hand and then wipe your left arm with your right hand. You do this when you don’t have water to do wudu. It is better to pray without water then miss the prayer.

Hajj is the sacred piligrimage. We perform it in Dhul-Hajj, we perform it in Mecca, and we need to do it once in our life.
