Yes, if they can verify the card belongs to them and after completing 3 step verification. They must confirm the card type, last 4 digits, expiry date and name on the card. This CANNOT be volunteered to them.

No. It depends on the level of risk to the customer and the organization as well as the nature and severity of the breach.
Where should personal information be stored?
In secure systems only (SAP, Harmony, NIS). If information must be written down it should be locked away safely and shredded when no longer needed.
