How does a potential member join NAO?

They submit a paper form to membership@ OR create an NAO user account online and then click "Join Now" on the left-hand side of our website. They can also call or email NAO to join

How do you tell if someone is a current member in Civi?

Click on the "Membership" tab and look at the expiration date (or lack thereof) - check for duplicate organizations in your search

Not currently (our dues are some of the lowest in the nation). 

More info: Occasionally, we will waive dues for one year for certain organizations, but those requests need to come to Jim or Membership and we do not advertise or promote this.
