Who is the City Manager?
They has been serving the City of Mesquite since 1994. Cliff has worked in various roles during his tenure. They were selected by the Mesquite City Council to serve as City Manager beginning October 1, 2015.

Who is the City Council Mayor?
They were elected as Mesquite’s first Latino mayor Nov. 2021. Prior to their election, they represented District 6 on the City Council since 2016. They have been a resident since 1998. They earned a Bachelor of Business Administration degree from Dallas Baptist University and a Master’s of Divinity from Southwestern Baptist Theological Seminary.

In 2016 they were selected to serve as Neighborhood Services Director. They continue to direct the Neighborhood Services Department and will add the Parks and Recreation Department and the Mesquite Library System to their responsibilities. They also previously directed the Mesquite Animal Shelter as well as Housing and Community Services.
