BROKEN ARROW – A flag word to notify the U.S. National Command Authorities immediately of a nuclear weapon accident, incident, or event involving any nuclear material that does not risk the outbreak of a nuclear war.
EXPEDITIOUS ENTRY/EXIT
-Emergency responders will not be delayed at the DSA.
- If Emergency arises that requires evacuation, the SVA will ensure all personnel have exited prior to the SVA’s departure. SVA’s will notify EC of number accounted/not accounted personnel. If feasible, SF will conduct sweep of area for stay behind threat or NWSS violations.
-EEC must be pre-notified/direct knowledge of event
-EEC passes ERC to responders (Two chances to pass, after challenge & ascertain status of personnel)
-Maintain constant surveillance on emergency personnel
-After termination, log all on 1109 (no signature required)
-Search emergency personnel and vehicle
-If responding to another emergency, have additional patrol follow them until response is terminated to complete search requirements

NUCFLASH

CATASTROPHIC FAILURE
Catastrophic Failure: A condition resulting in total loss of monitoring capability.
MAJOR MALFUNCTION
Major Malfunction:
1: Failure resulting in a WSV losing alarm protection allowing an intruder to penetrate the WSV without crossing an alarm field
2: loss of either LMF or RMF monitoring capability
3: One facility unable to monitor the actions of the other.
EXPLAIN UNESCORTED ENTRY
Unescorted Entry to Restricted Areas. Unescorted entry should never be granted solely for convenience. Identity and level of authority must be established prior to granting unescorted entry authority. ECs positively identify all personnel prior to allowing entry to restricted areas where manned ECPs are required.
TPC
-To ensure a lone individual is denied unauthorized access to nuclear weapon, weapon systems and critical components.
-To prevent damage, tampering or an unauthorized act to go undetected.
-Requires that a 2 person team be certified on PRP, Knowledgeable on the task at hand, and able to promptly detect an unauthorized act, familiar with safety and security requirements, and complete annual nuclear surety and CDS training.

DURESS WORDS
Duress Word Procedures: All personnel who are authorized unescorted entry (i.e., personnel who have an AF Form 1199 (RAB) or are on a valid EAL, etc. for Restricted Areas and/or Limited/Exclusion Areas) to IAB Restricted Areas must know the duress words. These words are designed to fit into normal conversation without raising suspicion and alert personnel of any situation where the individual attempting entry is under duress. Personnel will notify BDOC/CSC once the duress words are utilized.
- Once duress words are used/compromised, new duress words will be assigned. Otherwise, they will change every 6 months.

CONCEPT
Concept: The WS3 system utilizes the underground Weapon Storage Vault (WSV) and associated electronic systems in combination with US custodial personnel, user/host nation, Security Forces, equipment and facilities to secure nuclear weapons.
CRITICAL COMPONET
A component of a nuclear weapon system that if bypassed, activated, or tampered with could result in or contribute to deliberate or inadvertent unauthorized, pre-arming, arming, or launch of a combat delivery vehicle carrying a nuclear weapon, or the targeting of a nuclear weapon to other than its planned target.
SECURITY INCIDENT
An unclassified up channel report to COMMAND POST of a possibly hostile event affecting PL 1-3 resources at an installation or dispersed site.
