Answer: 10 in a place value turns to one when you go to the left. 

Each place value is only supposed to hold one digit numbers. So, the larger digit gets shipped to the next highest place. 

Example 

12 tenths would bundle 10, into 1 one. It would have 2 tenths left over. That would be 1.2
