Why might a charter change in the decision-making process change the fuedal system? 

Under the feudal system, kings and noblemen such as lords paid people who worked for the land and protection. In turn, lower-ranking people like serfs promised loyalty to the land. This system gave lots of power to the lord. Charter then turned the power to the people in the towns to make their own law.
