Solution 1 is the most concentrated. I know this because Solution 2 has twice the amount of water than Solution 1 but only one extra spoon of solid. Solution 3 has triple the amount of water than Solution 1, but the amount of solid has not been tripled. (It would need to be 9 spoons not 6.) If it were tripled, then it would be equally concentrated as Solution 1. So, Solution 1 is the most concentrated.
