Enumerated Powers OR Limited Government
Divides government into 3 branches:
1 Executive
2 Judicial
3 Legislative
Articles I-II
May be pursued on-duty or off-duty and detract from the authority of superiors.
Result in (or appear to show):
-Favoritism
-Misuse of office or position
-Abandonment of organizational goals for personal interests
Appearance matters!!! Even if no actual favoritism exists, the perception of favoritism or an inappropriate relationship can undermine good order and discipline.

Congress
Restricts military from considering the following when making decisions:
-Gender
-Religious Affiliation
-Race
-Political Associations
"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances."
(officers have limited freedom of speech (cannot speak bad about president, etc).
First Amendment
Specific Prohibitions Relating to Officers: Officers WILL NOT:
•Gamble with enlisted members
•Lend money to or borrow money from enlisted members
•Engage in sexual relations with or date enlisted members
•Share living accommodations with enlisted members except when required to accomplish a military mission (commander's responsibility)
•Engage in business enterprises with enlisted members, or solicit sales to/from enlisted members

Military authority is derived from
Articles of the Constitution: The executive branch
Prohibits military officers from taking weapons from the public.
Individuals may not be permitted to possess certain weapons on a military installation due to base regulations. However, the military cannot simply take firearms from members of the public without legal authority.
Second Amendment
A type of UPR between an officer and enlisted member which violates the customary bounds of acceptable behavior and prejudices good order and discipline, discredits the armed services, or operates to the personal disgrace or dishonor of the officer involved.
