What is the first procedure you have to apply as a chair?

Beginning of each session:

What should chairs do after a motion is proposed?

"The house will be moving into voting procedure for this motion. All those in favor, raise your placards"

What kind of voting procedure should there be NO abstention?

Whenever it is a procedural voting procedure (To determine the next steps of the debate), all delegations should vote in favor or against.

"Motion to divide the question"

This motion is applicable only when debating amendments, as it requests to vote on certain points separately ("clause by clause".) and requires a two thirds majority to pass.

What does it mean to have a procedure "in order"?

Means that the procedure is right for the occasion.

Should let the delegates know how many delegates there are and how much would simple majority or 2/3s represent in numbers (21 delegates, 11 simple majority, 15 2/3s)

What is a moderated caucus? 

It is a debate about a specific controversial topic that should entertain speeches in favour or against, to clarify more the ideas before the un-mod and resolution writing.

O debate semi-informal serve para debater tópicos polemicos com discursos contra e a favor, para que fique claro algumas ideas antes do debate não moderado e da escrita da resolução.

After the Moderated caucus has elapsed for debating the resolutions, what then?

"We encouraged delegates to motion to introduce amendments"

"Motion to adopt [a document] without a vote"

when the delegate feels that the entire committee supports an amendment or document, they may make this motion. This motion passes if it is unanimously seconded.

What can chairs say to start the debate after roll-call?

“Are there any points or motions on the floor?”

Encourage delegates to "motion to set the agenda", meaning what topic will be discussed first.

After the moderated caucus, what is next?


"We strongly advise that the house moves into drafting a resolution for the topic at hand. Are there any motions for an unmoderated caucus on the floor?"

Delegates should state their motion, regarding:

○ The type of motion that they would like to set. 

○ The topic resolutions will be addressing.

○ How much time the unmoderated caucus should last.

After time for the amendments, what then?

"The Chairs will now be moving on to time for amendments. The first amendment received by the Chairs is that of Country Y. May one of the representatives request the floor to read and defend the amendment? The delegate has the floor."

This point relates to the observance of the rules of procedure and the way the Chairs exercise their power. Example: Russia was enrolled in the speaker's list, but the chairs called a different delegation, or the voting procedure needed 2/3 votes and it passes by a simple majority

Points of clarification serve to clarify ambiguous ideas or incorrect claims mentioned earlier.

After roll-call, what is the next step?

"We will now proceed to open speeches in the speaker's list"

, in which the delegates deliver their opening speech on the topic, delegations are called in Alphabetical order

After un-modes to write resolutions, what should happen?

"Time has now elapsed. We will be entertaining the resolution X, main submitted by Y. May one of the delegates please read the resolution?

How will chairs call for the PLANNED crisis during their committees?

Assistant chair, with the approval of the panel of chairs, will call the press directors/Secretariat (we will have a group on google chat when time comes). 

There will be also a schedule in order to not overwhelm the secretariat with crisis all times.

Such points must be phrased in the form of a question, and should address the content and the ideas expressed in speeches and draft resolutions.

Right of reply?

Direito de resposta

The right of reply allows delegates to contradict false and unsubstantiated claims to subdue more aggressive delegates. Delegates are required to submit their Rights of Reply in note format to the Chair.

Once again, "Are there any points or motions in the house?"

After reading the resolution .... 

Chairs should ask if there are seconds to this resolution, meaning that this resolution should be debated. Then time for people in favor and against is given. At least 2 of each, depending on the time available.

What is the last thing that should happen right at the beginning and at the end of each committee session?

this point relates to delegates' personal safety, comfort, and convenience, making it the least formal point. Chairs may, however, opt to ignore points of information if they are intended to cause any delay to the flow of debate.

What happens if the delegation has a certain time to speak but it finishes before the clock?

The chairs need to remind the delegations to Yield the flood back to the chairs or to other delegates.
