Why are the bond angles in the pyramid shape smaller than the bond angles in a tetrahedral shape?

The nonbinding electron pair in the pyramidal molecule pushes the bonding electron a little harder than they push on each other.  As a result, the bonds are all pushed toward each other a little more than in the tetrahedral molecule, which has no nonbonding electron pairs.

Why does salt not dissolve in vegetable oil?

Vegetable oil is nonpolar covalent.  It has no electrical charges.  Since it has no electrical charges, it cannot interact with (and therefore cannot dissolve) the table salt.
