Impulse, revenge for Fffoley, suicide. His death was assured once he shot the cop, Kip didn't see the life in the future he wanted, so he didn't want any at all.
How would that night have turned out differently if Julie had not snitched to Father Butler?
There would have been a better chance that Kip wouldn’t have lost his temper and wouldn't have shot the cop. We think him being betrayed by Julie and Father Butler is what triggered him to lose his temper.

It was to say that Kip wasn’t forgiven for his sin that he had committed prior to his death

They didn't want him to have a quiet, peaceful death, even though hanging him would have been more justice and would make the cops look like fools if he died from a gunshot.

Kip had basically lost everything he had up to the point when he was going to warn Foley and Kerrmann. He was trying to protect the people that he had left in his life so that he doesn’t lose any more important people.

Answer - He felt trapped and wronged by the cops and he felt overwhelmed.

Kip became emotionally immature, and lost his ability to handle emotions and problem solve. Kip also remained super optimistic in a childish way.
