Yes, this train is the only exception to the rule and will get a signal beyond an activity that is not complete if it is planned first over track.

Why is it important to initiate and edit constraints in TMDS?

TMDS will send constraint information to Movement Planner.  Movement Planner will not send constraint information to TMDS.  

(ex. If you edit an end time on a block in Movement Planner (not TMDS), if the system is logged off and and back on, it will revert to the time in TMDS and not Movement Planner.)
