Rail length that exceeds 400 feet is considered CWR. Rail installed as CWR remains CWR, regardless of whether a joint or plug is installed into the rail at a later time

What is HLCS?
MWOR 6.50.5 Hi-rail Limits Compliance System (HLCS):
The Hi-rail Limits Compliance System (HLCS) is a safety system designed to monitor the position of HLCS equipped on-track equipment. On subdivisions where HLCS is in effect, all HLCS equipped on-track equipment fouling or occupying the track authorized by Track and Time, Track Warrant or Track Permit must be associated with the authority and the system must be activated, including within Form B limits. However, HLCS cannot be associated with a Track Bulletin Form B. The HLCS thumbwheel must be set to indicate the authorized track when the equipment is fouling that track.

Turnouts should have every tie solid box anchored for 195 feet in either direction

What is a flagging kit?
MWOR 5.2.3 Flagging Kit:
All hi-rail vehicles, on-track equipment that works independently, and the lead and trailing pieces of on-track equipment in a gang consist must carry a complete railroad flagging kit. Train Coordination provides for men and equipment to use a train’s authority to establish working limits for track maintenance. The employee must contact the train’s engineer to request use of Train Coordination.
To establish working limits:
• The train must be in view and stopped.
• The employee in charge of working limits will communicate with the engineer who will notify other crew members that working limits are to be established.
• The engineer will make movements only as permitted by the employee in charge until the working limits have been released to the engineer. • The train will not release its authority within the limits until those working limits have been released by the employee in charge.

Welders arrive to a 5in rail added location. Knowing that a 5in pull is unfeasible they decide to use the destress process. Following the steps in the CWR procedure, they first cut the rail and then knock anchors for 200 feet in each direction. The welders took a rail temperature of 90 degrees on a subdivision with a TNT of 120 degrees.
