A set of speeches to debate the order for specified topics - speakers talk about which topic should be debated first and why.
What is primary speaker's list?
A delegate may rise to this point to signal the chair that they have a personal concern.
What is point of personal privelege?
This may be written by any delegate during any point of committee session to be referred to. These are not voted for and are usually shown to the Dias in order to demonstrate current progress in debate.
What are working papers?
This is the specific ratio of the committee required to pass a resolution paper.
What is 2/3s majority vote?
Done at the beginning of every committee session to confirm attendance of delegates.
What is roll call?
Various groups that delegates form during undermoderated caucus. These groups tend to align in incentives and goals regarding the topic debated at hand.
What are blocs?
For all points, delegates should do this and only speak once it is recognized byt eh Dias.
What is raise by placard?
These are a certain group of delegates that present their draft resolution to the committee.
What are sponsors?
Standard voting procedure, most commonly occuring in a committee.
What is motion to vote by placard?
The following five actions are prohibited at all MUN Northwest conferences. Failure to comply will be reported to the Secretariat.
What is SADTV?
A session to facilitate detailed debate. When motioning for this, a delegate must include total duration, speaking time, and topic.
What is a moderated caucus?
A delegate may rise to this point to ask a question about parliamentary procedure.
What is point of inquiry?
This motion may be passed so that drafts are read aloud to the committee by sponsors.
What is motion to introduce a draft resolution?
This voting method requires the Dias to ask the committee three times if there are any objections. It must be dead silent for a resolution to pass.
What is motion to vote by acclamation?
Delegates are required to wear this to participate in committee.
What is Western/Formal Business Attire?
The purpose of this session in debate is to allow for informal discussion of ideas and the development of working papers.
What is an unmoderated caucus?
A delegate may rise to this point to correct an error in parliamentary procedure during debate.
What is point of order?
Draft resolutions must have a minimum of 1/3 of this and those delegates are in favor of seeing the draft resolution get presented.
What are signatories?
What is motion to vote by roll call?
A motion for a yes or no question to gauge general interest on a topic.
What is motion for a strawpoll?
Delegates must do this during formal debate and specifically during secondary speaker's list and primary speaker's list.
What is a yield?
Any decision made by the Dias may be appealed by a delegate via motion unless otherwise specified only if a certain amount of the committee votes for it.
What is 2/3 committee votes for appeal?
Delegates may specify what they wish to see changed in a resolution and the exact changes they would like to make.
Bonus: There are two different types of these - one which are approved by all sponsors or the resolution and one which are not.
What are amendments?
Bonus: What are friendly and unfriendly amendments?
This voting method sees the chair read each operative clause of the resolution while pausing for the committee to vote by placard.
Similar to an unmoderated caucus with the exception that delegates may not leave their seats and only get to speak one at a time.
