What are the different stages of the Rookie Driver/Graduated Driver Licensing System (GLS)?

Stage 1: Learner’s Instructional Permit 

Individuals who have never held a noncommercial, Class C, driver’s license are required to obtain a Type 1 Learner’s Instructional Permit.

Stage 2: Provisional License 

A provisional driver’s license is a restricted license issued to new drivers who have never held a driver’s license or who have held a license for less than 18 months.
