This first step of an after-emergency procedure requires securing the scene, referring media to management or communications, contacting emergency contacts if applicable, and updating site notifications and 311 scripting.

These two areas are primarily the responsibility of "lifegaurds" (sic) and then general CoE staff.

This situation does not require outside aid.
