Despite what Halo CE's manual states, Elites are never depicted in the Halo series as wielding plasma pistols, but do wield a variety of weapons such as the plasma rifle, plasma repeater, energy sword, focus rifle, needle rifle, needler, and even the fuel rod gun.
Starting in Halo 2 you (the Player) are capable of wielding a plasma pistol as the Arbiter, as well as giving it to any ally Elites.
If you don't count that, Elites can be seen dual wielding plasma pistols in the very first encounter on Cairo Station, and will sometimes wield a plasma pistol in Halo 4.
