What is The Canadian government believes the wolves are killing off all the caribou. Tyler thinks that he's not capable of pulling this off/surviving in the Artic. He also thinks that who ever created this plan did not think everything through, "some miscalculations".

What is caribou were created but there were too many. Hunters began killing them but only hunted the strong and healthy leaving only the weak left to reproduce. Wolves were created to only eat the diseased leaving the strong and creating powerful herds.
