What is the Purpose of the DA 2166-9-1A?

To contribute to Army's wide improved performance and professional development through increased emphasis on performance counseling and assures verified communication process throughout the rating period. During the rating period, it requires performance counseling and encourages the best use of individual talent through continuous communication to update and revise the performance objectives, recording results of performance with the rated NCO. Its use is mandatory for counseling all NCOs, corporal (CPL) through command sergeant major (CSM); however, no NCOER is prepared for CPLs.

When is an NCOER considered Late

An NCOER is considered late if it is not forwarded error-free to reach HQDA within 90 days after the “THRU” date of the report1. If an NCOER is late, you can appeal it within 3 years of the “Thru” date on the NCOER2. If the 3 years have passed, you can still submit an NCOER appeal to the Army Board of Corrections for Military Records using DD Form 1492. If an NCOER is late, you can also request a commander’s or commandant’s inquiry within 60 days after the signature date of the rated NCO3.
