What is the definition of central idea? 

The most important or central thought of a paragraph or larger section of text, which tells the reader what the text is mostly about.

When should you use RAPP? What does RAPP stand for? 

You should use RAPP when you are given a short answer response, and/or when you are writing essays. It stands for restate, answer, proof, proof.

I have a dog named Boots. I taught him lots of tricks. When I tell him to, Boots will sit or lie down. He can also wave his paw to greet people. When I say, “Dance, Boots”, he will stand up on two legs and walk. I don't know of many dogs that can do such amazing tricks.

It is important because it makes sure you are answering a question using complete sentences, and providing evidence/proof to support that your answer is correct.

Peter's furry dog isn't allowed to play ball in there either. When his parents got the new carpet, there were lots of new rules.

The main idea of this paragraph is that Peter's parents made new rules so that the new carpet can stay clean. I know this because the text says that Peter has to take his shoes off when he enters the house and that he is not allowed to eat or drink in the living room anymore.
