 BPCS 70-11 (Hi-Cal Waste Gas to Flare Control)

Objectives: Prevent stagnation of Hi-Cal header as it is routed to the Flare header

Resulting Actions: High Calorie Waste Gas Divert to Flare Isolation Valve (HV-7029-05) is opened and high Calorie Fuel Gas Purge Valve (HV-7000-01) is opened and nitrogen High Calorie Purge Valve (HV-7000-09) is opened(if needed)

Objective: Prevent steam from evaporating all the level out of the Flare KO pot (C-7202). Protect C-7202  vapor space, which may potentially contain EO, against high steam temperature. 

Resulting Actions: Forces steam pressure control valve PV-7204-02 closed. Forces steam isolation valve HV-7204-01 closed. .

BPCS 82-15, Bleach Storage Inlet Valve Trip

Objective: Close bleach tank unload valve for high level

Resulting Action: Closes D-8264 bleach tank inlet unload valve (HV-8264-03) at >90%

OBJECTIVES:

Protect against backflow from the LP N2 system into the MP N2 system.

OBJECTIVES:

Monitor the pressure on the fire water system and start pumps as the pressure drops below targets.

Objective: 

Increase velocity on flare header to ensure all EO is combusted at flare tip during a EO venting scenario (10ft/sec)

K-6460 trip and C-6404 venting to flare

PSV on C-6404 is relieving (>50psig)

Resulting Actions: Opens Hand Valves HV-7202-08/09 and the nitrogen valve for 10 minutes have trips have re-set(5 min of just nitrogen)

BPCS 81-12 (BFW Pumps Low Pres Start / Low Level Trip)

Objective: Ensure adequate level is present in the De-aerator (C-8108) for the BFW pumps (G-8114/5/6).  Auto start BFW pump to maintain header pressure

Resulting Actions: Trip BFW pumps (G-8114/15/16) on low C-8108 level <10% and auto Start BFW pumps (G-8114/15/16) on low discharge pressure <950psig

Objective: Relight flare pilot #1,#2,#3 if temperature sensors detect a possible outage. Notify operator when a relight is in progress.

Resulting Action: Attempt to re-light flare pilot #1, #2, #3 for 5 continuous minutes, fuel gas pressure between 12-18psig and temp<350F

Objective: Ensure adequate suction pressure for cooled condensate pumps. Auto start pump if one shuts down

Resulting Actions:  Trip High Pressure Condensate pumps (G-8125/26) on low suction pressure <80psig or G-8116/17 are both down . Auto Start High Pressure Condensate pumps (G-8125/26) when one trips

OBJECTIVES: Ensure adequate number of cooling tower water pumps are running to maintain system pressure and cooling. Auto start a backup pump and maintain cooling tower water circulation if any of the running pumps fail or water pressure drops low.

Objective: Ensure a raw water pump is running to maintain system pressure and feed flow to Evoqua. Auto start a backup pump and maintain raw water flow if a running pump fails or water pressure drops low. Shut down the raw water pumps on low level in the intake sump.



Resulting Actions: 

Starts spare raw water pump Sets recycle flow control valve (FV-8210-04) output to full open. Places recycle control valve (FV-8210-04) output in auto.
