After the second census where the NWT needed 60,000 free white men who were of voting age & the population fell short, the US Congress issued this. It said that the people of "Ohio" could go ahead and write the state constitution because by the time they would finish, the population would be what it needed to be. St.Clair spoke against this at the Constitutional Convention and was asked to step down from his role as governor of the NWT by President Thomas Jefferson.
