What does 'traffic control' mean?
The visual cues that drivers are legally obligated to follow at intersections or similar areas on the roads, telling them how/when to move an an intersection to avoid collisions.

Never. (bonus; one way streets)

A flashing yellow arrow means you may turn in the direction of the arrow after yielding to oncoming traffic and pedestrians. The car should slow down to confirm there are no oncoming cars or pedestrians.
