Campaign - A campaign is a series of tactics of a broad scope in order to achieve a definite objective over time. Different kinds: political, organizational, propaganda-education, etc.

How did the U.S. colonize the Philippines?

The U.S. declared war with Spain in 1898, seeking to "liberate" Spanish colonies, such as Cuba and Puerto Rico. By selling war to Americans, the U.S. (Teddy Roosevelt) justified expanding the war across the Pacific to Guam and the Philippines. The U.S. meets with Spain in secret because the Spanish commander would rather yield to other white people than be beaten by the Filipinos. They organize a fake battle where the U.S. fights the Spanish, the Spanish lose, and the U.S. wins the war. They then claim sovereignty over PH instead of liberating them.

As a response to the international campaign initiated by Philippine-based, grassroots human rights activists and organizations to stop extra-judicial killings and other human rights violations in the Philippines under then President Gloria Macapagal-Arroyo.

Tactic - flexible, creative, specific type and amount of power. Directed at specific target/opponent with specific outcome in mind. 

Strategy - core analysis of the problem. Clear sense of objectives and goals to be achieved and what the impact will be.
