This policy is meant to protect students by encouraging them to call MCPD if they see someone who is overly intoxicated an is in need of help. The policy states that the caller must stay at the scene the entire time until dismissed by authorities on the scene. If you underage and are intoxicated but follow through with this policy, you will not get in trouble.
