Why would a "free market" economy be more likely to be found in a democracy over in a dictatorship?

People has free choice in a free market economy, and pick and choose which businesses will succeed and which will fail. People also have free choice in a democracy, to pick and choose which policies/politicians will succeed/fail. In a dictatorship, people don't get to make political decisions, so it is less likely they will be free to make economic decisions.
