This is the suggestion of a specific action proposed by a member.

This is a systematic way of taking attendance.
What is “roll call”?
It’s not first or third, but you need this in order to vote on a motion.
What is a “second”?
A member makes herself recognized in a meeting by doing this. (2 ways to do this!)
What is “raising her hand” or “standing up”?
Even if the President is standing up, this is how she is referred to by the Parliamentarian.
