Even if the President is standing up, this is how she is referred to by the Parliamentarian.

A democratic method of allowing every member to have input into the final decision.
What is a vote?
This tells you what will be done at the meeting and in what order

Not following the approved rules of order or something that is broken
What is out of order?
A method for conducting a business meeting in a fair, friendly and efficient manner ensuring everyone's voice is heard
