Technically no. If your hands are clean and free of bacteria, they due the trick when it comes to actual cleansing. What hands lack though in comparison to a washcloth or scrubbie is exfoliation, which doesn't need to be done daily, but is a deeper and more effective way to clean.
Why is it important to change your socks?
To keep your feet from smelling and developing fungi like athletes' foot. Also, when socks aren't changed, you can transfer smells and fungi to your shoes as well.
