No. Remember, a stranger is someone you don't know. There can be "good" and "bad" strangers. A police officer is still a stranger if we don't know him/her. Unfortunately, we don't know if a person is good or bad just by looking at him/her.

Use crosswalks if available, stop, look left and right multiple times to make sure there are no cars then walk quickly

No, you should always walk with a friend or find a ride from someone you trust.

In a wallet or a secure pocket

Leave some lights on in your house, make sure all appliances are off.
Should you accept drinks and food from strangers? Why or why not?
Yes and No: you can accept food and drinks from strangers if they are employees of an establishment, if the food is sealed and unopened. No if it is a person who randomly comes up to you offering food and drinks.
Should you go hiking alone without telling someone your plans? Why?
No. Even if you are a great hiker accidents happen. You always need at least one other person to know your plans and where abouts.
What do you do if someone is harrassing or bullying you online?
Tell an adult or someone you trust and/or BLOCK THEM
What should you do if someone you don't know is asking you to help them find their dog?
They are a stranger so you must check in with an adult first

No, that is invading their personal space
